First, people don’t get paid. When the government workers don’t get paid, some but not all, just leave their jobs and take new ones. In this transition the government actually shrinks. It’s not really a surprise, right? When the government comes back on line, the affect of the shutdown carry forward as a benefit 6 months to 8 months. In the case of the Trump shutdown, well, this is uncharted territory.
